Andrea Baier

Senior Vice President, Europe and Asia Growth
Andrea is an expert in business development and corporate growth with more than 35 years of experience in client engagement and consulting.

Andrea plays a key leadership role focused on the strategic growth of ICF’s Europe and Asia operations. Prior to that, she led all aspects of ICF’s corporate growth. Her work involved targeting strategic priorities and game-changing business development opportunities, as well as business development systems optimization and knowledge management.

Andrea has more than 35 years of experience in public policy and program consulting for U.S. federal agencies, including the Environmental Protection Agency, the Department of Defense & Army Corps of Engineers, the Department of Energy, the Department of the Interior, the Department of Transportation, and the Federal Emergency Management Agency. She has managed ICF’s client engagements with agencies and industries focusing on energy, environment, transportation, and sectoral analyses, providing analytic and communications support on diverse regulatory and public-private partnership programs. These efforts required significant stakeholder engagement and public involvement around complex issues, including environmental justice. Before that, she held management and analytic positions that focused on environmental engineering and consulting, energy, and homeland security.
